Looking around, Anderson's gaze took in dozens of fishing boats riding at anchor in the noontime heat. On the hills farther north, he made out White Villa, a summer residence for Vietnam's rulers since Governor-General Paul Doumer.

Such a tranquil scene. Why would anybody want to ruin a relaxed afternoon at the resort town by killing a Ministry of Public Security agent?

A bit of history: Vung Tau was called Cap. St. Jacques by the French. Because of its proximity to HCMC (approximately 45 minutes by hydrofoil ferry), it is destined to become an expanded resort area with hotels, golf course, and possibly a casino.
